Guidelines
As part of the Memo to the President assignment students submit a 2-page proposal based on the Memo Topic Choice. The structure is as follows:
The proposal should contain a 300-500 word summary outlining the following:A summary of the issue;
A research question that the problem at hand raises; and
A hypothesis, i.e. a policy recommendation to the President on how to solve the issue.

It should be followed by an outline of the paper and a short bibliography.
My topic that I choose to talk about is the worrying effects of the Nuclear Proliferation. I will also attach the first part of the project if needed for anything. I also need a research question based off this topic
