The concept to focus on is Leadership. What style of leadership did he use? What difficulties did he face in his law enforcement career and what method of leadership did he use to overcome them? How did his actions in law enforcement influence the department he was in or other departments?  Three of the sources used must be non-internet based e.g. books, and journal articles.  In text citations are a must.
